WebCities skylines was released in 2015 so there is probably little economic incentive as well as being a huge pain to redesign and rewrite the UI. To be fair, I haven't tried any UI scaling in Cities skyline so maybe it's already somewhat there but from what I recall it was definitely not designed for a small screen.
