WebSet opacity to 100%. Add layer mask. Fill the mask with 50% gray. Draw into mask using black and white any way you want. You can initialize the layer mask to a layer's alpha channel. Then, modifying that mask to be 'more white' makes the layer more opaque at that location, making it 'more black' makes the layer more transparent.
