Federal Express WebTLDR - Hold At Location is technically done before the shipment moves, and the original intention is to have it held at a location for pickup. Redirect To Hold is done midway through the shipping process (i.e. you've missed a delivery attempt, not going to be home to sign, etc), and can have a 24-48 hour delay.
